Board of Directors

The District Board of Directors is made up of five members, elected for four-year terms. The Board sets policy for all District operations, representing the needs of local constituents through ordinances, resolutions and motions.

James Roberts III is an influential individual whose life and career have been marked by a steady commitment to community service and leadership.

Married for over 25 years, James understands the importance of family values and community togetherness. He and his wife have raised four children, a testament to his nurturing and supportive nature. As a proud grandfather to a granddaughter, James’s love for family extends through generations, shaping his dedication to creating a better environment for all.

James Roberts III’s transition from law enforcement to his role as a VP Board Member with Hesperia Recreation and Parks demonstrates his adaptability and diverse skill set. His genuine interest in the well-being of the community, combined with his rich life experiences, has allowed him to make transformative contributions that positively impact the lives of Hesperia’s residents.

Elected in 2020 and re-elected in 2022.

A resident of Hesperia for over 40 years, Shawna Lupton works as an Office Manager and community leader. She previously served as the Board Vice President (2022).

In addition to serving her community, she has raised two daughters here.

Elected in 2018 and appointed in lieu of election in 2022.

A resident of Hesperia for over 50 years, Kelly J. Gregg is a local business owner and community leader. He serves on the Board of Directors for ASBCSD (2025) and is appointed to the Hesperia City Council Advisory Board (2022).

In addition to serving his community, he is an Elected Elk Trustee and donates countless hours to various local organizations.

Elected in 2010, and re-elected in 2016, 2020, 2024.

Jose Gonzalez has lived in Hesperia since 1980. He attended grade school through high school in the Hesperia Unified School District as well as Victor Valley College.

He’s been happily married for 28 years to his wife with whom he has two children, a daughter and a son. He played baseball and soccer in the Hesperia Rec and Parks District for many years as a child and participated in multiple activities as well. He has been on the Board of Directors since 2015. He is proud to be part of the Board and serve his wonderful community.

Appointed in 2015 and 2017, elected in 2018, and appointed in lieu of election in 2022.

James Blocker has served as Chairman of the HARD Foundation. Mr. Blocker has been instrumental in bringing back the Hesperia Rodeo and has been an invaluable asset to the community he serves.

This city has been the backdrop to all his memories, and he’s committed to making it an even better place for everyone.

Appointed to the HARD foundation in 2023 and elected to the HRPD Board of Directors in 2024.

Standing Committees

The President of the Board of Directors appoints the following standing committees in December of each year: Tri-Agency, Finance, Personnel, Safety, Security and Maintenance, Foundation, and Development. Each standing committee is chaired and vice-chaired by a member of the Board of Directors.

The Tri-Agency Committee attends Tri-Agency Committee meetings that consist of two appointed Board members and executive staff from the Hesperia Recreation and Park District, the Hesperia Unified School District, and the City of Hesperia.

The Finance Committee reviews and makes recommendations for the District Budget at every stage, accounting for any unexpected expenditures not budgeted for or outside of the General Manager’s authorized spending limit.

The Personnel Committee studies and makes recommendations on policies on annual salary increases and employee benefits, position descriptions, affirmative action policies, and employee grievances when necessary.

The Safety, Security, and Maintenance Committee studies and makes recommendations concerning safety and security issues throughout District parks and facilities, including the Park Ranger Program, and maintenance of those parks and facilities.

The Foundation Committee attends Foundation meetings, acting as a liaison between the HARD Foundation and the District Board of Directors.

The Development Committee monitors and makes recommendations on upcoming development projects and Community Facilities Districts.
